Significant Financial Support for Family Members Caring for Veterans
PCAFC provides eligible family caregivers with a monthly stipend, health insurance, mental health services, and respite care — so you can provide the care your Veteran needs without sacrificing your own wellbeing.
What PCAFC Offers
Respite care
Up to 30 days of respite care per year — including in-home respite — giving caregivers needed time off.
Monthly stipend
Tax-free monthly payment to the primary caregiver, scaled to local home health aide wages and the Veteran's disability level.
Health insurance
CHAMPVA health coverage for the caregiver if they don't have other insurance — including medical, dental, and vision.
Caregiver education
Training, skills-building workshops, and access to all PGCSS programs as well.
Travel support
Mileage reimbursement and lodging benefits when accompanying the Veteran to VA medical appointments.
How Comfort Keepers Fits In
PCAFC respite care benefits can be used to bring in Comfort Keepers' professional caregivers — giving family caregivers a real break while ensuring the Veteran continues receiving quality care. We work alongside family caregivers, not instead of them.
Eligibility Requirements
- Veteran service era: As of October 2022, PCAFC is open to Veterans of all service eras (not just post-9/11). The phase-in is now complete.
- Serious injury or illness: Veteran has a serious injury or illness incurred or aggravated in the line of duty requiring personal care services.
- Caregiver relationship: The caregiver must be a family member (spouse, child, parent, step-family, or extended family) or someone who lives with the Veteran.
- Caregiver commitment: The caregiver is willing to complete VA-required training and provide at least the level of care the VA assessment determines is needed.
- VA enrollment: The Veteran must be enrolled in VA health care.
Application Process
Complete VA Form 10-10CG
Both the Veteran and proposed caregiver(s) must sign and submit this form to the VA Caregiver Support Program.
VA home visit & assessment
A VA social worker will visit the home to assess the Veteran's care needs and the caregiver's ability to meet them.
Complete required training
Caregivers complete an online or in-person training program covering the Veteran's specific medical and care needs.
Approval & stipend begins
Once approved, stipend payments begin and CHAMPVA coverage activates. Annual re-evaluations maintain eligibility.
