What is the difference between VA Aid and Household Allowance?
Both VA Aid and Housebound Allowance increase the monthly pension amount paid to the Veteran or their surviving spouse in order to cover the costs of short and long term care. The difference lies in the eligibility requirements.
VA Aid can be used for temporary illness or disability assistance and Housebound Allowance is only for permanent disabilities or illnesses.
It is important to note that you are only allowed to use one of these benefits at a time. You are not allowed to get VA Aid and Housebound Allowance at the same time, even if you are eligible for both.

What are VA Aid eligibility requirements?
You can be eligible for VA Aid if one or more of the following are true:
- You require assistance from another to perform Activities For Daily Living (ADL’s)
- You are primarily bedridden due to illness or a disability
- You are in a nursing home for the loss of physical and mental abilities due to illness or a disability
- Your eyesight is 5/200 or less in both eyes, even with glasses or contact lenses

What are Housebound Allowance eligibility requirements?
You can be eligible for Housebound Allowance if the following is true:
- You have one or more disabilities that permanently confines you to the home or other living facility
How do I apply for VA Aid or Housebound Allowance?
You can apply to receive these Veterans home care assistance benefits by:
- Sending a VA Form 21-2680 to your pension management center
- Sending a VA Form 21-0779 to your pension management center (only for those in a nursing home)
- Applying in person at your VA regional office

How much aid can be expected?
Rates will be determined based on:
- Whether you’re eligible for VA Aid or Housebound Allowance (MAPR)
- Whether you’re a Veteran or a surviving spouse of one (MAPR)
- The number of dependants you have (MAPR)
- Your countable income of yourself and your dependents; including Social Security, investment payouts, or retirement payments

Other VA Home and Community Based Services
Home care is an optimal solution for seniors with disabilities and others who cannot easily travel to the local VA medical center due to cognitive or physical issues. This can be particularly beneficial for veterans who have chosen to stop driving or lack access to suitable transportation options.
Through HBPC, veterans can enjoy home care benefits via a range of activities, including meal planning and preparation, mental health support, and social work assistance.
Medical support is also provided by HBPC through a variety of services, such as case management conducted by a nurse, nurse practitioner, or physician's assistant. Primary care home visits with a physician, nurse practitioner, or physician's assistant are also offered, along with nursing care.
For a veteran to qualify for this program, they need to meet certain criteria. They must be enrolled in VA health care, meet the clinical requirements for the program, and have services available in their area.
Veteran Hospice Care at Home
For veterans diagnosed with a terminal illness and nearing the end of their lives, the VA's Hospice Care service could be a viable option for receiving care in the comfort of their own homes.
To be eligible for this kind of care, the veteran in question needs to meet certain criteria:
- A doctor must diagnose them with a prognosis of six months or less to live
- They must not wish for any treatment apart from palliative care
- They should be enrolled in VA Health Care
- They need to demonstrate a clinical need for hospice care
Veteran Home Respite Care
It's common for family caregivers of veterans to devote themselves fully to taking care of their loved one. This, however, can result in physical, mental, and emotional exhaustion, leading to caregiver burnout. Acknowledging these challenges, the VA offers the Home Respite Care service to support family caregivers in managing their stress and maintaining their wellness.
The Home Respite Care service involves a professional caregiver coming to the veteran's home, temporarily assuming caregiving responsibilities. This allows the caregiver to attend to personal needs, whether it's a doctor's appointment or a coffee date with a close friend, safe in the knowledge that their loved one is not alone at home.
To be eligible for the VA's Home Respite Care, a veteran must meet the following conditions:
- They should be enrolled in VA Health Care
- They must meet the clinical criteria for this service.
Does the VA in-home care apply to a veteran's spouse or surviving spouse?
Is it possible for a veteran's spouse or a bereaved spouse to access care via the VA? The answer could be yes or no, depending on the specific circumstances of the spouse and their ability to meet eligibility criteria. The VA often tailors their programs specifically for eligible veterans to receive care. If the spouse or surviving spouse of a veteran is also a veteran, they may be entitled to VA healthcare based on their own service.
Typically, spouses who are not veterans themselves may not qualify for healthcare through the VA. However, they may be eligible for VA healthcare benefits if they meet certain criteria.
